Reason for this change

This PR supports engine versions for RDS for SQL Server.

• SQL Server 2016 - 13.00.6445.1
• SQL Server 2017 - 14.00.3475.1
• SQL Server 2019 - 15.00.4390.2
• SQL Server 2022 - 16.00.4140.3
