Originally found in ticket #89251.

The file command is a requirement:

It is not included in the Ubuntu Bionic 2023.03 docker release.

Reproduction:

  • start up the Ubuntu Bionic container from March 2023.03,
  • try to open a DESCRIPTION file, get the error File is binary rather than text so cannot be opened by the source editor.
  • exec into the running container, install the file command: apt update; apt install file
  • edit the DESCRIPTION file successfully
