Expected behavior

I would like to specify the ReadOptions when creating a WriteBatchWithIndex iterator through the C bindings. This will allow me to specify upper and lower bounds for the iterator.

Actual behavior

The C bindings don't allow me to pass a ReadOptions when calling rocksdb_writebatch_wi_create_iterator_with_base, for example.
