When built against toml-4.2.0 nix test fails.

Update timl11 in nixpkgs locally:

The problem is timestamp difference of otd4:

• odt4 = { _type = "timestamp"; value = "1979-05-27T07:32:00Z"; }
• odt4 = { _type = "timestamp"; value = "1979-05-27 07:32:00Z"; }

This behavior is behind the parse-toml-timestamps, so we could choose to accept the changed behavior, but for the feature to stabilize, we'll need to know the details.
The tests did their job, which is a good sign, but it'd be wise to review the tests again for completeness before we call the feature stable.
